Ok i have really dry skin is there like a non-oily treatment or medication or lotion i can use to cure it?

ok my skin is in very bad shape i am starting to get dry skin and on the side of my lips i have scabs and dryness and on my arms i have medication but it barely works! i have really dry skin too. for my lips i use vaseline petrolium jelly to help with the irritation (b/c usually it would really hurt). softlips is also a good brand b/c it has that menthol which gives a cool feeling. i started trying the aveeno body cream (it's the one with the blue screw on lid), which has actually worked pretty well. i've also been trying the gold bond healing, which has been pretty good too....i would definitely try body creams instead of lotion - they seem to be thicker and last longer.
i KNOW you said non-oily/greasy... but i had a scaley skin issue a few weeks back (change of season). During the day i used cocoa butter, but at night.... oooh a night! Head to toe... Vasoline! Rub it in, lay in bed and let it absorb while you're asleep... literally overnight instantly, i was back to silky smooth fabtabulousness!
